I think there is a misunderstanding here. HTTrack is only a tool, (mis)used
(unfortunately) by a plagiarist. HTTrack has nothing to do with that.

Yes. You may check examples of takedown notices (such as
<http://www.ipwatchdog.com/2009/07/06/sample-dmca-take-down-letter/id=4501/>),
and ask the copied destination hosting provider to remove the site.

By the way, if the infringer is as stupid as are most of these folks are, the
default HTTrack comment tag should be present in the sources of each HTML page
(at the beginning).
