Strange - should be 'BBC_News/index.html'
Can you look at the html code, and tell me if you see 
tabs, like in:
(tabs)<TR>
(tabs)(tabs)<TD BACKGROUND="fade.gif">
(tabs)(tabs)(tabs)<LI>
(tabs)(tabs)(tabs)(tabs)<A HREF=".."

If you don't have any tabs in the index.html file, 
this is clearly a problem either of path (the httrack/ 
subfolder wasn't found in the program directory)
