I am getting sick of people trying to download my site. 
They have no respect and want to download it as fast as they
can.  There are several thousand pages and at full download
it would take a couple of hours.  During that time my site
crawls to a stop.

So my only recourse is to ban all access by httrack.  My
suggestion is that a resonable speed limit be imposed by
default.  Say 2 pages a minute.  I don't care if it takes
you longer, you are not showing courtesy by using a tool
like this.
