Limits are already set by default: a maximum of 25KB/s 
(which is far below the average speed nowadays) and 
robots.txt enabled by default. Moreover, keep-alive is 
activated to limit useless reconnects.

These limits can, however, be bypassed. And a minotiry of 
users abuse them.
