You could make the same argument about email:

By making email available, we are promoting spamming, 
bandwidth theft, etc.

Any tool can be abused.

This tool can be abused. 

But, what's your point? That we should only produce that 
which cannot be abused? If so, get rid of your car, your 
computer, and even your refrigerator. After all, someone 
might put a baby or a pet in the fridge and freeze it.

How about firecrackers? George Bush once used one to blow 
up a frog.

You name it and someone can figure out how to use it for 
abuse.
