I had same problem... 
I found a solution, this is:
ISA Management (ISA2000)

1. You create a new Client Address Sets (Policy Elements) which is included
your ip (or ip range if there is DHCP)

2. You create a new Protocol Rule (Access Policy/Protocol Rules) where you
Allow HTTP, FTP protocoll for your Client Address (1. step).
