I understood your need.I came up with the idea to make a .chm or .hlp
file.This idea works well for html files.I am currently using POCKET CHM
PRO.You may also use "easy chm" or "visual chm".If your website is picture
intensive,and you want  to view only pictures then you can use "Irfanview" and
make a single .exe or .scr file.
