Yes, it should. Use the

link as the starting of the download, and httrack should be able to download
the mirror fine.

You can also drag&drop the view99c4.html file from the
E:/HOH6/hohadvocates.org/wwwboard/ drive folder(the query string is totazlly
irrelevant for local files) to the httrack URL box
