Sources and build are included in httrack, actually. You just need to download
the main archive, and build it as usual ; the proxytrack program will be
compliled.

To use it:

$ proxytrack
..
usage: proxytrack <proxy-addr:proxy-port> <ICP-addr:ICP-port> [ ( <new.zip
path> | <new.
ndx path> | --list <file-list> ) ..]
        example:proxytrack proxy:8080 localhost:3130
