I noticed this too, it makes updating really horrible if you don't know the
work around since it re-downloads the entire site.

This happens because on the initial download it got .htm files, and on update
its writing .html

I didn't really let it run long or let it finish once I noticed this behavior,
so i'm not sure if it eventually gets consolidated in the end. Although i'd
bet on NO.
