Never seen ExpressionEngine cause an issue like this with legit visitors.
Though what i think you are seeing in EE is actually a page access throttle to
keep fast access over and over to pages, ie: a flood attack, under control. 
Not really anti-spidering system, but it does not produce a Disallowed Key
Characters error page either.
