I do not succeed at all to download this site:

I also tried 
<http://www.facstaff.bucknell.edu/mastascu/eControlHTML/TOC_BasicConcepts.html>

It seems it times out on the very first page.
The pages load without problems in my browser.

Do I do something utterly wrong?
