They are linked to the local name, they just aren't formatted.

Here's one link location for example 
F:\aaa-incoming\MapleForumFinal21\www.mapleprimes.com\mapleprimesforums\gethelp\howdoimaple4f45.html

All links are on the local disk.  Maybe I should ask you why is the css
formatting missing?  Is it a bug?
