1) start -> Control Panel -> System -> Advanced tab -> Environment Variables
button

2) create a batch file containing
"PATH TO\winhttrack.exe"
and optionally create a desktop shortcut to batch file

3) create a desktop shortcut with target="PATH TO\winhttrack.exe"
