This is an issue which was introduced in HTTrack version 3.43.  Downgrade to
any version prior to 3.43 and the problem will go away.

You'll need to completely uninstall the 3.43-x version you have before
installing a previous version.  Just overwriting the 3.43-x version install
doesn't work, I found.
