Dunno.. you are missing some DLL's (at least htsjava.dll, htsswf.dll,
libeay32.dll, ssleay32.dll, msvcr71.dll, MFC71.dll), this may be the cause of
all evil. You are also missing the license.txt file :)

My experience with windows installer is that it is a really tricky and
cumbersome tool to create install systems. This is primarily why Innosetup
(http://www.jrsoftware.org/isinfo.php) was used for httrack distribution. And
all windows-installer related tools I tested are expensive and will drive you
crazy after several hours.
