I found the solution for my problem. I have downloaded the previous version of
httrack and I can pull the dlls into windows installer. 

Is there an issue with the version httrack-3.43-7 ? I have downloaded from 2
mirrors this version of httrack and i cant put the dlls into my windows
installer.

I dont have this issue with the same dlls using the previous version of
httrack.
