No matter what I uncheck or set,
it still tries to download the
entire web at once.

except below changes.

Checked:
(Tab - Setting)
Build - No error pages
Build - No external pages
Spider - Update hack
Spider - URL hacks

Unchecked:
(Tab - Setting)
Links - Attempt to detect all links
Links - Test validity of all links

Set To 0 (Zero):
(Tab - Setting)
Limits - Maximum external depth

What is left to change ?
