Can't connect is not a httrack setting problem unless you set httrack's proxy.
You never posted the command line use (log file line 2 or doit.log) So no way
for us to know.
Since you were connected and the site was up, then it must be option 3,
something is blocking HTT. Again not a HTT setting problem.
Did you even try to mirror anything else to verify that it's a problem with
just that site. NO. you didn't. Did you look at your firewall and make sure it
wasn't blocking. No, you didn't.

This is not a paid help desk. This user tried to help, but you have to do
somethings yourself, and "What does 'can't connect' mean" is not one of them.
