So are you saying the users shouldn't be using "Interrupt download" option ?
If so, then yes your correct, but still if its not working why are they in the
pubic release ? users will use it, don't problems with it... why not just not
put it till its fully working, otherwise questions will be asked.

Being on a laptop, myself, i can pause, resume, but taking into account
battery left if "on the go"

Therefore, your basically saying lets put the responsibility on the users who
use the software, and if they loose data.. tough.... 

Either that, or only do it on a desktop. Thats kind off limiting though in
itself if thats not an option.
