1) You can copy the mirror of your site to a CD using a normal CD burning
program. First use httrack to download a mirror of your site to a folder then
you use something like Nero to burn that folder to a CD.

2) It depends, if your site is static (html, no php) then its a yes. If it has
php or anything dynamic then no you cannot.
