I did not manage to download it myself either, but this is what I gained after
putting the debug mode on: a index.readme file, which says

Info-file generated by HTTrack Website Copier 3.20RC4

The file F:/httrack/test/test/www.kultpower.de/index.html has not been scanned
by HTS
Some links contained in it may be unreachable locally.
If you want to get these files, you have to set an upper recurse level, and to
rescan the URL. 

I guess this is a case for Xavier to explain what that means, and how to get
around it ...
