The default is to get everything below the starting url.
so +*archive/2008* does NOTHING. and your minus filter only remove those.
If you want ONLY that: -* +*/2008*

From your starting URL auto-forwards to: 
<http://www.gov.ky/portal/page?_pageid=1142,1481340&_dad=portal&_schema=PORTAL>
and that URL has no 2008 in it so you get nothing. Try starting on there and
drop ALL your filters except: -* +*/2008*
