Well I fixed my own problem

Instead of the default "* Update existing download"

you need to chose "* Continue interrupted download"

That turned all my .html that were jpeg binary (as described above) in to
.jpg



I didn't do this earlier as it wasn't interrupted,  it had originally told me
that it was completed/finished.  I only looked in the log and found errors
because pictures were missing
