Subject: Don't understand the file name conversion

Hello everyone,
why is it, that a page like <http://www.daujones.com/detail.php?usrid=3262> will
be stored with a filename like detail655f?
Why not just replace all characters not useable from the operating system?
Could end in a file with the name detail.php_usrid=3262
