I'm trying to download files from this website with my user login. I'm having
some trouble - can you all help me?

Here's the (sanitized) URL that I'm using:

Searching the FAQ and other forum threads, they recommend:
1. substituting the "@" in the user authentication field email ID with "%40"
2. setting the browser ID to "none"
3. setting the HTML footer to "none as well
