You can try to use one of the TOR clearweb proxies (but beware, those may add
an annoying banner) or use proxychains or a similar tool to force httrack
through TOR. After that, it should work fine.

As opposed to what Milton said, the browser you use is completely irrelevant
to this..! You need to ensure the availability for httrack, not your web
browser.
