I used windows 10

I need to download and save many pages that have such a symbol ♡ in the URL
in the page URL it is displayed as %E2%99%A1

the program cannot save such pages

Error: 	"Error when decompressing" (-1)


I create a copy of the site
I choose to save the site structure (in the project)
the program creates two folders when saving the page
in one of the folders the folder name contains the symbol ♡ and in this
folder an empty index.html file is saved

and in the other folder the same name is created but instead of the symbol ♡
- such a name is created in ™Ў and this folder is completely empty

but I need the folder name to contain the symbol ♡
like %E2%99%A1 as originally in the site that I am trying to save

Is this possible?
In general, I will summarize
the donor URL contains %E2%99%A1

the program saves 2 folders
the name of the first folder contains ♡ instead of %E2%99%A1

the name of the second folder contains в™Ў instead of %E2%99%A1
