Minimal files:
WinHTTrack.exe
libhttrack.dll
htsswf.dll
lang.def
lang/English.txt

And if the system does not provide them:
zlib.dll
libeay32.dll
ssleay32.dll
mfc42.dll
msvcrt.dll

You can't put the minimal files on one single floppy IMHO - 
except if you compress the .exe and .dll (there are 
freewares for that, if I am correct)
