Well, there are two things:
- if the site has bandwidth limitations, that is, is not
allowing to let you download with a too high transfer rate:
this is easy, as httrack lets you define the maximum
transfer rate (see Set Options / Limits)
- if the site has connection limitations, that is, you
can't download using too many simultaneous connections: see
also in the options to define 1 simultanesous connection
- if the site has both limits: mix both settings in
httrack, that's all
- if the site has global limits ; that is, designed to
prevent offline browsers from downloading anything, then
there are no solution: the site webmaster does not want you
to download large parts of its site, and you have no
solutions to bypass that

Setup scan rules (filters), such as

Assuming images are at least 10KB, that is, 50MB/hour,
using bandwidth limit such as 10KB/s
would be sufficient to limit the speed.
