The site uses javascript to dynamically load a .js file depending on which
browser you are using. I doubt HTTrack can interpret the code and know which
files to grab. In your list of URLs to mirror, try adding these for IE and
Netscape:

<http://www.iiimef.usmc.mil/medical/menu%20pages/popupnn.js>

You can also add the following for Opera and Mozilla:
