I'm sorry, I should have said in the first place! W98SE.
Also, don't know if matters, but the regsvr32.exe in my
system directory is version 5.00.xx, MSFT, 1999. I tried a
couple of other regsrv utils, too, but no difference.

I wasn't using the .rgs file for part of a compile
(compiling is outside my range). I was instead copying the
GUIDs, etc, from that file and hand-creating keys based on
examples of similar MSIE shell extensions that are on my
system. Unfortunately, though, my attempts were not
successful. I click the H icon in iexplore, and there is no
response.
