Proxy was set up properly, with login and password but the 
test gave this error:
>HTTP/1.1 502 Proxy Error ( The ISA Server denies the 
specified Uniform Resource Locator (URL))
Proxomitron can only work with basic authentication. I 
think this is the problem. 
I think the server only lets Internet Explorer go onto the 
web. Does Offline Commander uses IE to go onto the web?
