site.com/A/test.wmv and site.com/B/test.wmv may be the same file or may be
totally different but the same size. There's no way to tell except by
downloading and then comparing them.

If sites.com/A/page.html and sites.com/B/page.html both links to
/files/test.wmv then only one version of test.wmv should be downloaded while
