The file is being read only once, on the first call
for a project (that is, when no hts-cache folder and
doit.log was created for the project) - this allow to
have a compatible file with other systems, whatever
the configuration file is.
Try to restart a new project, and check the doit.log
file - it should contains options from
the /etc/httrack.conf file.
