The URL is <http://www.tpwd.state.tx.us/>. There is 
no <http://www.tpwd.state.tx.us/index.html>, but 
HTTRACK produced a file with that name, where that 
broken tag text "<BASE <LINK href=....." occured. The 
result was, that all (most?) links on that page then 
looked like <http://styles/.....">;
