Okay figured it out.  The pictures were .jpeg which is not included as an image
option.  Perhaps in an updated version of httrack *.jpeg will be included in
the image files.  

Also the embeded pictures simply needed the Get non-HTML files related to a
link, eg external .ZIP or pictures under links checkmarked.
