Have you looked at the "No external links" option?  Any links/page/images
which HTTrack does not archive (either due to scan rules or capture scope) it
will link to 'external.html'.  This is a page which HTTrack creates
automatically.

You could replace that page with your own.  Make it a page with whatever text
you wish, or perhaps a META-Refresh to www.foo.com/whatever.htm
