Don't you mean it will consider the file updated is the 
file size is *not* the same??
This is a great help for those pesky sites that always 
report the file as updated!!  Thanks.

I have found one site using dynamic content using the 
Netscape Enterprise server for Netware, that will 
report the size of the script file itself as the 
content_length in a "head" request, but if you actually 
"get" the file, the content_length is the corect 
size.... so just be aware the file-size hack is not 
100% foolproof.
