Subject: How hard is the transfer rate limiter?

Hi,

I'm using a transfer rate cap of 60K (A60000), but 
I've noticed that sometimes the amount downloaded 
divded by time elapsed is over this (highest so far is 
70K*bits*/sec)

Any ideas why? Does this mean that the limiter could 
be rendered useless by a very fast connection?
