When tried on my Web page, surely <BASE HREF="http://.."> 
was written and replaced with <BASE >. (^_^
However, surely, <BASE HREF="http://.."> does not replace 
<BASE > and is troubled by other pages (ex. 
<http://tenki.jp/tkz/tenkizu_1.html>)
Is a problem in the source code of the page?.... (^_^;;
