OK, I ran with a setting in the max transfer rate box of 
4500 B/s, 4 connections and the keep alive box unchecked. 
The same problem occurs; the actual transfer rate takes 
off on its own and runs anywhere it wants to. I saw it go 
as high as 77 KB/s. Any time the rate exceeds about 5 KB/s 
the downloadong file fails, if the rate is below 5 K/s the 
file downloads just fine. I really would like to get this 
problem solved. I appreaciate any help I can get. Thanks,
